Vindr Laucnhes Innovative €3.4 Million Hybrid Energy Park in Latvia

On Tuesday, June 2, renewable energy developer Vindr officially inaugurated its first hybrid energy park in Latvia, located in Līvāni Municipality. A total of €3.4 million was invested in the project, which combines a solar panel park with a modern Battery Energy Storage System (BESS). This is the first asset of its kind for the Vindr Group in the Baltics, designed to provide not only green energy production but also grid stabilization and energy security.

Located in Rožupe Parish, Līvāni Municipality, the newly opened facility consists of a solar park with over 6,000 solar panels yielding a capacity of 4.25 MWp, and a powerful 3.7 MW / 7.5 MWh BESS. This synergy allows energy to be not only generated but also stored and supplied to the grid during peak demand hours or when the national power supply system requires additional stability.

“As a developer, it is important for us not just to draw projects on paper, but to actually build and produce,” emphasized Baiba Zauere, Head of Vindr Group companies in Latvia, during the opening ceremony. “Every park like this reduces overall system costs because we replace expensive electricity imports with locally produced resources. In today’s geopolitical situation, this is a vital part of national security and energy independence.”

The event was attended by Aija Usāne, Deputy Executive Director of the Līvāni Municipality, who praised the company’s investment in the region.

“Līvāni is the sunniest part of Latvia, the heart of the country, so it is only fitting that such renewable energy projects are implemented here. The town of Līvāni is celebrating its centenary this week, so these investments and the opening of the park are a great way to kick off the jubilee,” highlighted Aija Usāne.

The Ambassador of the Kingdom of Norway to Latvia, Ine Måreng, also participated in the opening, emphasizing the cooperation between the two countries in the field of sustainable innovation and the importance of investments in driving the green transition.

“I have always emphasized to Norwegian visitors that Riga is not all of Latvia, so I am delighted that such a project – the first investment by Norwegian companies in solar energy in Latvia – is taking place right here in Latgale, in Līvāni Municipality.”

The Līvāni hybrid park was built in less than a year – construction began in May 2025 and concluded in April 2026. In delivering the project, Vindr engaged in close cross-border cooperation, attracting international investors and industry partners.

A dedicated team of partners played a crucial role in the execution of the project: “Energiapartner OÜ” carried out the construction of the park, “Forma 2” provided construction supervision, “Capalo AI” provides the “brains” of the park – an artificial intelligence platform for smart energy trading and storage optimization.
